Info from Follett re what they consider "Easy Fiction":

The CIP says [Fic] but Follett put it in [E]. Why?

        Up until 1995, the Library of Congress and Follett classified fiction books for grades kindergarten though 3 as [E] and grades 4 through 8 as [Fic]. In 1995, LC changed the grades for the [E] classification to K-2. (This is based on Interest Level not Reading Level.)  Follett decided not to follow the Library of Congress in this change due in part to the large number of customers who would not want to revise their current collections.

        Other factors in determining the K-3 interest level (and thus an [E] classification) are the age of the protagonist, review sources, content and publisher information.
